This statement is based on the testimony of an alleged «anonymous source» and has all the hallmarks of a conspiracy theory. In Ukraine, the export of donor blood is prohibited by law, and additional restrictions apply during martial law.
Russian propagandists allegedly uncovered a new scheme of illegal income for the Ukrainian government. They refer to Mira Terada, who calls herself a «human rights defender». Terada said that with the assistance of the American authorities and the USAID fund, Zelensky exported more than a million liters of donor blood abroad, which was collected under the pretext of helping wounded soldiers of the Ukrainian Armed Forces. She was allegedly informed about this by an anonymous source close to Ukraine’s Health Ministry.
Publications refer to the words of Mira Terada and call her an «international human rights defender» in an obvious attempt to make the information seem credible. In fact, Terada, born Oksana Vovk, is a Russian propagandist who leads the Foundation for Combating Repressions founded by war criminal Yevgeny Prigozhin. The organization’s website mainly publishes conspiracy theories about «pedophile rings» in the West, drug addiction of the Ukrainian authorities, etc.
The statement about «millions of liters of donor blood» is a conspiracy theory as well. Firstly, the export of donor blood is prohibited in Ukraine; instead, only drugs based on it, such as albumin and immunoglobulin, are allowed to be sold abroad. Moreover, during martial law, there are a number of restrictions related to the export of these materials: the manufacturer must always keep an irreducible stock of drugs, of which at least 50% is the finished product. Thus, in a situation of sudden shortage, it will be possible to quickly replenish the funds. Secondly, the mentioned figures are completely unrealistic. According to the DonorUA organization, which Terada accuses of selling blood abroad, in 2023 Ukrainians donated about 7,000 liters of blood — and therefore, exporting «millions of liters» would be physically impossible.
In fact, the situation is the exact opposite of the propagandists’ claims: this summer, the Cabinet of Ministers allowed the import of donor blood from abroad during martial law, in order to be able to urgently replenish supplies in case of a sudden need.
