The Russian media continues to promote the narrative about Western countries that allegedly started a war in Ukraine to divide it. Citing the data from Western special services, Russian media stated that a large-scale theft is being prepared on Ukraine’s territory: the country is being divided between the USA and the European Union. Pro-Kremlin media claims that after Ukraine is dismembered, Western countries will allegedly easily grab entire Ukrainian regions.
“In the foreboding of food, vultures are circling above Ukraine… The “restoration” of Ukraine actually aims at a “big bite.” First, they give a sweet-sounding name to the withdrawal of Russian assets in the West, and then distribute them among the countries responsible for the Ukrainian regions. By the way, at the conference in Lugano they have already decided who will be entrusted with the reconstruction. Rivne region – Italy, Chernihiv region – Germany, Sumy region – Canada, Kharkiv region – USA,” Russian media write.
Statements by the pro-Kremlin media about Ukraine being looted by the West are nothing more than another conspiracy theory designed to cover Russian crimes in Ukraine. None of the states, except aggressive Russia, have any territorial claims to Ukraine. The Russian media do not actually cite data from Western special services, but a report by the American non-profit research organization RAND Corporation. The company, based on its own analytics, the results of international conferences on the restoration of Ukraine in London, Ukrainian studies, as well as based on other data, submitted a report on Ukraine’s post-war development.
The 124-page document is very detailed. In it experts step by step assess not only the options for the development of military operations in Ukraine, but also the scope of reforms and reconstruction of post-war Ukraine in the economic, security, humanitarian and social spheres.
The document does not mention dividing Ukraine between Western countries. Experts suggest mobilizing post-war aid to Ukraine, using the experience of rebuilding countries in Western Europe after the Second World War, in Central and Eastern Europe after the Cold War, and in the Western Balkans after the wars in the former Yugoslavia. In all these cases, the United States provided root capital and security, while the Europeans provided the bulk of the financing and advanced the process of European integration, the RAND Corporation document says. As for the narrative about the “distribution of Ukrainian regions” between the US and the EU, this statement is based on a new model for the recovery of Ukraine, proposed by President Volodymyr Zelenskyi in May 2022 at the World Economic Forum in Davos. At the time, Zelensky noted that Russian aggression is not only taking the lives of peaceful Ukrainians, but also destroying tens of thousands of objects across the country, and invited allies to take the lead in restoring a certain region, city, community, or industry.
Several dozen states have already joined the plan to restore Ukraine, taking over the regions destroyed by Russia, as well as more than 500 international investment companies from 42 countries. All the allies’ efforts will be directed not at “looting” Ukraine, as Russian propaganda writes, but at rebuilding the country. Ukraine plans to restore huge volumes of transport, energy and social infrastructure, as well as housing destroyed by the Russian invaders.
