Martial law and general mobilization continue in Ukraine. The orders from individual territorial recruitment centers is not something new, their purpose is to re-notify persons liable for military service for further reporting to the recruitment centers.

The Russian media, continuing the narrative of “huge losses in Ukrainian Armed Forces,” seized on the news that men in Ivano-Frankivsk and Kyiv had to report to the military commissariat within 10 days if they had not yet received personalized conscription orders. Propaganda claims that “general mobilization” has begun, “a real roundup of men of military age,” and Tsargrad writes that Kyiv is “trying to achieve NATO membership” when “resistance to the regime is already growing among the people.”

In fact, nothing new has happened in the process of mobilization in Ukraine, except for the fact that some territorial recruitment and social support centers have reminded that general mobilization in the country continues and that persons liable for military service must report to the local recruitment office to verify their data with or without a call. 

Thus, on February 24, President of Ukraine Volodymyr Zelenskyy signed Decree No. 64/2022 “On the Introduction of Martial Law in Ukraine,” which was introduced at 05:30 on February 24, 2022 for a period of 30 days, but is regularly extended thereafter. On the same day, the President also signed Decree No. 69/2022 “On General Mobilization,” which provides for mobilization in all regions of Ukraine, including Kyiv. Since then, the mobilization process in the country under martial law has not stopped. Mobilization includes conscription of military personnel, reservists, engagement of vehicles for the needs of the Defense Forces, temporary allocation of buildings, structures, land plots and provision of other services for the needs of the Defense Forces, etc. Currently, martial law is set to end at 5:30 am on August 18, 2023.

In Ivano-Frankivsk, they explained that the order on mobilization in the region, like the Presidential decree on general mobilization, is announced once and regularly extended if necessary.

“The main purpose of the Order is to re-notify the persons liable for military service in the region for their further appearance at the recruitment office within the established period of 10 days to clarify their military registration data. During a visit to the recruitment office, persons liable for military service must have a military ID, passport, medical records, and documents entitling them to a deferment. Mobilization in Ukraine has been going on since February 24, 2022 and has not stopped yet!” the recruitment office said, commenting on the media reports.

As before, only citizens of Ukraine who are liable for military service between the ages of 18 and 60 and who are not eligible for a deferment are subject to mobilization.
